Constructing systems to counter asymmetric threats

I went for a walk today, before sunset, and walked for over 2 1/2 hours, and the last half an hour was after sunset.

I didn't meet anyone during the walk, but at one point I heard a man and a woman talking on the other side of the hill. The man was telling about the route they were taking, saying that the length is between 4,500...5,000 steps, and I started wondering whether he was really counting all the steps he was taking. And only later I realized that he must be using some kind of pedometer.
